Private jet users will pay tax rates in the same way as commercial airlines in the UK. The planned increase to the Air Passenger Duty (APD), paid by passengers for flights abroad, was delayed until April 2012 in favour of taxing private jets. Chancellor George Osborne announced the changes in the 2011 budget. This is the first time passengers onboard business jets will be included in the tax system. The move is expected to cost executive flyers tens of millions of pounds each year. Although APD is a tax on airlines, most airlines pass on the duty charge to passengers. The government has launched a consultation on further APD reform. Public and industry opposition has called for a per-plane tax to replace the APD.
